Cora Davies is arrested for smuggling heroin. She pleads guilty but most of the drugs are missing. The arresting officer D.S. McCabe needs a source, so pressures informant Henry to sign a statement. Henry visits Frank Cartwright for help.

Black doctor Nola Marshall is arrested for drunk and disorderly, four hours later she is dead in police custody. The Association of Black Families put up money for Frank Cartwright to get a verdict of unlawful killing by the police.
